The league may want teams in the same state/cities as current NFL teams


to help build a bridge with the NFL and tap into those fan bases. Hence why you could see teams like UDub, UCLA, Arizona State, Wisky, etc. included in the group even though they may not be considered "elite" or a "blue blood." If the NFL truly embraces this new league as its "minor league," then the new league could have 32 teams so each NFL team has 1 minor league team feeding it.
